The County Budget Transparency Survey (CBTS) is one of the few consistent and comprehensive transparency initiatives conducted at the subnational level worldwide.

The Division of Revenue Bill, 2025, ensures equitable sharing of nationally raised revenue between national and county governments for FY 2025/26, supporting mandates, fiscal sustainability, debt obligations, and Kenya’s economic priorities.

This memorandum reflects input from 270 participants across 70 organizations and 30 Kenyan counties in a May 15, 2025 virtual forum. The FY 2025/26 budget faces global economic slowdown, shifting donor funding, high deficits, revenue collection challenges, and aims for fiscal consolidation amid a high cost of living affecting vulnerable citizens.
