A Citizens Budget, also known as the Mwananchi budget or popular version of the budget estimates, is a brief and simplified version of the budget that explains the contents of the Budget in simplified language. The popular version is meant to ensure that Mwananchi at all levels, have a better understanding of the contents of the Budget.
This guide provides an outline of key components that make up a good Citizens’ Budget and good practices within the country. The examples used in the guide are drawn from exceptional citizen budgets published in different Kenyan counties, in different financial years.
