Memorandum on the Budget Policy Statement (BPS) 2026

Bajeti Hub submits this Memorandum to the National Assembly’s Budget and Appropriations Committee in response to the Budget Policy Statement (BPS) 2026/27, tabled in Parliament on 11 February 2026. This submission calls for a candid conversation on the continued shrinking fiscal space, sectoral allocations, full devolution of county functions, and equity concerns — considering that disposable incomes have not improved in recent years and the poverty rate stands at approximately 40 percent.
